J. Boylan called the meeting called to order 6:10pm

S. Bloom informed the Committee that Marcia Nolan, who had been invited to discuss the City of Cleveland C.A.S.H. program was not available. J. Boylan asked that the agenda be suspended to discuss the Committee's 2007 goals and responsibilities. Members discussed a number of initiatives including model blocks, rehabilitation, purchase & sale, marketing, code enforcement and conducting a baseline housing stock assessment. The consensus was to hold a special, longer session to set Committee goals. The timing of this session would be coordinated with the upcoming Board strategic planning session.

S. Bloom reviewed the NPI Model Block program (W.5th to Professor, and Jefferson to I-490) which is anchored by the CMHA/McCormack-Barron Valleyview redevelopment. About half of the $50,000 NPI has been allocated. The remaining half was intended to be used for outdoor lighting but matching funds are not available. S. Bloom proposed other used for the funds. He will provide a more detailed proposal at the next meeting. Finally, S. Bloom noted that NPI will extend TWDC's Model Block grant for another three years.

S. Bloom also discussed the City of Cleveland "model block" program. Since this is a new initiative, TWDC has not formally applied for the adopted the program. The Committee supported the application since TWDC could use techniques developed for the NPI Model Block program to help other parts of the service area.

The Committee received a report on residential real estate projects in the service area. There were no additional questions or follow-up items.

S. Bloom informed the Committee that Council Member Cimperman is asking TWDC to take a position with respect to tax abatement. No resolution was proposed. The Committee supported tax abatement as a tool to encourage residential real estate development in the City of Cleveland. All the members support the continuation of the tax abatement program as long as the City enforced conditions such as owner occupancy.

Strategic Impact Initiative/ Neighborhood Planning - Deadline pushed back to allow more time to collect additional SWOT forms.
Model Blocks - Area fromW.5th to Professor, and Jefferson to Valleyview. $50,000 to use for a program or change that will have a lasting positive effect on the target area. Area being looked at to identify opportunities.
Updates on Real Estate Development projects

2406 Professor Ave - One unit rented, one being shown, and last 2 units being finished.
Brayton Townhomes - Site work being completed. Since this meeting, work has begun, the foundations have been poured.
Clover Townhouses - Developer has not contacted TWDC.

Projects/Programs in Progress/ Inactive

Phoenix Plan - Hope VI - Site work for first part of rental piece started this week. First part of for sale piece, working on final plans, and finalizing partnership agreements.
Gospel Press - Project management office has been set up at 2190 Professor. Dumpsters put on site, so activity has started.
Scranton Village - 1904 Corning has sold. Finalizing plans for Buhrer lots.
Tremont Commons - Developer finishing last 2 units, no sales yet.
Bergen Village - Construction started on 2 units, a model, and a pre-sold. Six units have been pre-sold.
Brevier Court - Presented to Lincoln Hts. Block club, they gave a letter of support, but still have a couple of concerns that need to be answered.
W.7th McCreery - Block club approved Thurman access. With agreement reached, went to City for approval. Minutes from meeting were read to the Block Club, to be adopted.
